Jenifer Layman graduated from Case Western University with a Bachelor of Arts degree in 1994. She received her Juris Doctor from the University of Baltimore School of Law and was admitted to the Maryland Bar in 1997.
Beginning in 1998, Ms. Layman was an Assistant State’s Attorney for the Baltimore City State’s Attorney’s Office. Ms. Layman prosecuted a myriad of cases, including handgun violations, attempted murders, and felony narcotics violations. After a fifteen-year career, including serving as a Team Captain and supervising a team of five trial attorneys, Ms. Layman was selected to join the Police Integrity Unit of the State’s Attorney’s Office. In that Unit, she provided disclosure and discovery for sworn law enforcement witnesses, and conducted pre-trial hearings regarding admissibility of prior acts. Additionally, Ms. Layman worked closely with the Internal Investigations Division of the Baltimore City Police Department to investigate and prosecute sworn officers accused of violating the law. Presently, Ms. Layman has a focus on criminal law, along with a variety of general practice areas.
